Missão, visão e valores organizacionais dos Institutos Federais De Educação, Ciência e Tecnologia do Brasil

O presente estudo buscou identificar as estruturas da missão, visão e valores organizacionais dos 38 Institutos Federais de Educação, Ciência e Tecnologia (IFs) do Brasil. As declarações institucionais foram analisadas conforme os modelos definidos por Pearce (1982), Westley e Mintzberg (1989) e Guiso et al. (2015). Os resultados da pesquisa apontam que 37% dos Institutos analisados possuem apenas 3 dos 8 elementos do modelo proposto por Pearce (1982) em suas missões, sendo que o elemento mais presente faz referência a produtos ou serviços. Com relação à análise da visão, 72% dos IFs mencionaram somente 2 dos 5 componentes do método proposto por Westley e Mintzberg (1989), e o componente mais utilizado se refere aos “ideais das organizações”, que corresponde a 97,3%. No que se refere aos valores organizacionais, conclui-se que os valores constantes da “categoria 1” definida por Guiso et al. (2015) foram evidenciados em todos os 38 Institutos analisados, e quanto à frequência desses termos de cada uma das nove categorias estabelecidas pelos autores supracitados foi observado o total de 348 palavras, destas, 120 pertencem aos valores constantes na “categoria 1”. A pesquisa contribui para o tema na literatura especialmente no que tange a pesquisas que analisaram a estrutura das declarações institucionais, sobretudo em organizações brasileiras, bem como, para auxiliar os gestores dos Institutos a aprimorarem o planejamento estratégico destes, contribuindo para a tomada de decisão e para uma melhor competitividade dos IFs.
